Project Description:

The Department is proposing to modify the SPDES permit for the Brooklyn Navy Yard Cogeneration Facility. Brooklyn Navy Yard (BNY) Cogen facility is a 286 MW cogeneration Plant that has a designed intake capacity of 99 million gallons per day. This facility sells power to the utility grid and exports steam (generated via the gas turbine waste heat) to the Con Edison NYC steam distribution system. This SPDES permit authorizes the discharge of cooling water, stormwater, and hydro test water, as well as the intake of the cooling water. The SPDES permit restricts cooling water use to 72 MGD (June-September) and 55 MGD (October-May). In additional to these operational measures, the facility also utilizes a 2.0 mm wedge wire screen on the intake. The modifications to the SPDES permit being contemplated by the Department include a reduction in the chlorine limit, a reduction in the ethylbenzene action level, a requirement to conduct a dilution study and the addition of conditions related to biological monitoring. The biological monitoring requirements include a review of additional technologies and operational measures to further minimize aquatic impacts from the intake. The information is being requested pursuant to 6 NYCRR Part 704.5 and 40 CFR 125 - Subpart J.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes restoration of 8,000 square feet of salt marsh and 25,000 square feet of upland habitat at Hendrix Creek. Spartina alterniflora and patens will be planted in the salt marsh area and many indigenous trees and shrubs will be planted in upland areas. Contaminated soil if present will be removed and disposed off site. Areas containing invasive species will be excavated and replaced with clean sand. The project site is located at 1750 Pennsylvania Avenue, Brooklyn.
