Project Description: The Department of Environmental Conservation is currently reviewing a TRP application ( #4600) to allow the New York State Department of Transportation to fell 80 hazard trees from Forest Preserve lands adjacent to State Route 8 from its intersection with Route 30 to the Warren County line.

Comments will be accepted until March 19, 2008.


Negative Declaration

Clinton County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Arthur Bedard, Proposed Bedard Mine will not have a significant adverse environmental impact. The action involves the applicant's, Arthur Bedard, proposal to develop and operate a surface mine extracting consolidated materials for use as both unprocessed and processed aggregate products from a 40 acre Life of Mine (LOM) Area on a 92.8 acre parcel of land owned by the applicant. Blasting operations will be performed periodically to break up rock to manageable sizes for on-site crushing. The mine will be developed from southwest to northeast during the life of the mine and it is anticipated that approximately 30,000 cubic yards of minerals will be extracted from the mine annually. Stone products will be trucked from the mine via an existing haulage road approximately 1,000 feet east to State Route 276. The entrance will have a locking gate to prevent unauthorized use during off hours. The reclamation objective is for the establishment of grass cover. The project is located on State Route 276 in Champlain, New York.

Saratoga County - The Town of Saratoga Planning Board, as lead agency, has determined that the proposed #05-18 Schuyler will not have a significant adverse environmental impact. The action involves a 28 lot conservation subdivision development on an 89.74 acre parcel of which 52 acres will remain as open space. The subdivision will include one continuous loop road. The project is located at 843 NYS Route 29 in Schuylerville, New York.

Positive Declaration

Saratoga County - The Village of Schuylerville Planning Board, as lead agency, has determined that the proposed 42 Spring Street 100 Foot Monopole Wireless Communications Facility may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the construction of a new wireless communication facility by Independent Towers, LLC. Independent Towers, LLC proposes to construct a new one-hundred (100) foot tall painted monopole contained within a 4,300 square foot fenced compound (6,100 square foot leased area) with all necessary appurtenances, cabling and fixtures. All associated, unmanned equipment will be located within the fenced compound. The facility will be capable of supporting the co-location of additional wireless carriers. Site access and limited parking is proposed via a proposed gravel access drive. The project is located at 42 Spring Street in the Village of Schuylerville, New York.

Notice of Acceptance of Draft EIS and Public Hearing

Franklin County - The Town Boards of the Towns of Bellmont and Chateaugay, as co-lead agencies, have accepted a Draft Environmental Impact Statement on the proposed Jericho Rise Wind Farm, LLC. A consolidated public hearing on the Draft EIS will be held on March 31, 2008 at 7:00 p.m. at the Auditorium of the Chateaugay Town Hall, 191 East Main Street, Chateaugay, NY. An additional consolidated public hearing will be held on April 7, 2008 at 7:00 p.m., in the Town of Bellmont Town Hall, County Route 24, Brainardsville, NY. Written comments on the Draft EIS can be submitted to the contact person listed below and will be accepted until April 25, 2008 at 5:00 p.m. Copies of the Draft EIS are available for public inspection during normal business hours in the Town Clerk's office of the Town of Chateaugay Town Hall, 191 East Main Street, Chateaugay, NY; Chateaugay Memorial Library, at Town Hall, 191 East Main Street, Chateaugay, NY; Clerk's office of the Town of Bellmont, 1251 County Route 24, Malone, New York 12953; and the Law Office of C. J. Madonna, 10 Oak Street, Plattsburgh, New York 12901. The Draft Environmental Impact Statement is also available at Jericho Rise Wind Farm LLC Offices, Route 11, Ellenburg, New York and on Jericho Rise Wind Farm's website at: www.jerichorisewind.com.

The action involves the applicant's, Jericho Rise Wind Farm, LLC, proposal to construct, operate and maintain an 87.45 Mega Watt (MW) wind energy facility containing up to fifty-three (53) 1.65 MW wind turbines, and associated infrastructure including, but not limited to, access roads, collection and transmission lines, and substation(s). Of the 53 turbines, 34 will be located in the Town of Chateaugay and 19 in the Town of Bellmont. Each turbine will be approximately 397 feet tall when the blade is at its highest point. The project is located off Route 11 and Route 374 and public roads throughout the Town of Chateaugay and the Town of Bellmont, New York.
