Project Description:
The applicant proposes a permit modification to landspread stabilized sludge from the City of Salamanca wastewater treatment plant on 9 agricultural fields located southeast of Pigeon Valley Road and approximately 3200 feet north of Dutch Hill Road in the Town of Napoli, Cattaraugus County. The applicant currently conducts subsurface injection of sludges on other sites.

State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Mar 13, 2008.

Project Description:
The proposed project involves the construction of a single family home and driveway on a 32 acre site. The driveway will impact .066 acre of an overlapped unmapped State regulated wetland and a federal wetland during installation of a culvert crossing at an unnamed Lake Erie tributary. The driveway will also impact .062 acre of the state regulated 100 foot wide wetland adjacent area. Based on the amount of wetland impact, a 0.13 acre mitigation area will be created.
