The applicant proposes to replace the on-site sanitary system with a new sewer line from the clubhouse to the Brighton #5 pump station on Kendrick Rd. which will be bored under the Class B stream, Red Creek, and is located within the adjacent area of state regulated, Class I wetland, RH-4. There will be one staging area and clean out location located within the adjacent area.

Project Description:

The applicant is proposing to construct a 10-foot wide multi-use asphalt paved trail, which will be approximately three-quarters of a mile long and will be aligned parallel to the existing Andrew Memorial Drive on the Rochester Institute of Technology (RIT) campus. The trail will provide safe passage for joggers and walkers off of the roadway. The project will affect 0.07 acres of NYS Freshwater Wetland BR-5 and 1.63 acres of the 100 foot-wide adjacent area associated with the wetland boundary for these portions of BR-5. Most of the disturbance to the regulated wetland and wetland adjacent areas will be from grading activities for the trail alignment and there will be some minor impacts from building retaining walls at three existing culvert crossings.

Project Description:

Gunlocke Co Inc has submitted an application for renewal and modification of its current Title V Permit for its Wayland Facility, which manufactures wood chairs and case goods. Facility operations include wood and particle board machining and sanding operations, wood preparation and coating lines, adhesive application operations, and two steam production boilers. Both boilers can by fired by either natural gas or #2 fuel oil, with the smaller boiler also able to burn wood.

The facility is required to maintain a Title V Facility Permit as specified in 6 NYCRR Part 201-6, due to potential emissions in excess of Title V applicability thresholds of 50 tons per year of volatile organic compounds (VOC), and 25 tons per year of total hazardous air pollutants (HAP).

The initial Title V Facility Permit was issued June 12, 2000, and included conditions to limit coating use on a new coating line, Emission Unit 6-00000, to restrict VOC emissions to 39 tons per year, below the 40 ton per year increase applicability threshold of 6 NYCRR Part 231 New Source Review (NSR) in Ozone Transport regions.
As part of the application for renewal, Gunlocke has proposed to also limit coating use on a second, newer coating line proposed in March 2007, Emission Unit 6-00001, sufficiently to also restrict VOC emissions from the newer coating line to less than 39 tons per year, below the Part 231 NSR 40 ton per year applicability threshold.

The Department has prepared a draft permit and has made a tentative determination to issue the Title V Facility Permit.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below.
