Project Description:

The applicant proposes a proposed discharge of 3,000 gallons per day of treated laundromat wastewater to a sub-tributary to Basic Creek, a Class C waterbody from a biological treatment plant at the applicant?s facility located at Bryant's Country Square Mall on Route 32, in the town of Greenville. The applicant plans to improve the wastewater treatment at the existing laundromat facility. The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify Department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project. A draft permit is available for inspection and comment at the DEC Region 4 Office. Refer to this application by application number listed above and SPDES number, NY 0268879.

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:
  1. The current SPDES permit allowed a total of six subsurface disposal systems discharging up to 32,800 gpd to groundwater. Six additional systems were installed but not permitted. The following changes are proposed for SPDES Permit #NY-0249611 due to a signed Order on Consent No. R4-2007-0615-75 and a permit application from the permittee.
  2. Minor administrative changes were made to the owners name, mailing address, and contact information.
  3. The design flow was increased from 32,800 gpd to 45,700 gpd to groundwater.
  4. Permitted outfalls 003, 004, and 005 along with unpermitted outfalls 007 and 012 are to be permanently closed.
  5. Installed but unpermitted discharges 008 and 009 were added to the draft permit.
  6. An additional new outfall 013 discharging 40,920 gpd to groundwater is added.
  7. Permitted outfalls 001 and 002 along with unpermitted outfalls 010 and 011 are to be used for emergency use only and will require Department notification.
  8. There is no change to permitted outfall 006.
  9. Additional monitoring of groundwater requirements were added to the draft permit.

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
