Broome County - The New York State Department of Transportation (NYS DOT), as lead agency, has determined that the proposed NYS Route 17/I-81 Interchange, City of Binghamton, Town of Dickinson will not have a significant adverse environmental impact. The action is being proposed to eliminate the operational deficienceis that negatively affect the safety of the NYS Route 17 / Interstate 81 interchange in the City of Binghamton and the Town of Dickinson. The project will also eliminate structural deficiencies of the bridges that carry NYS Route 17 and Interstate 81 over the Chenango River. Construction of this project will be progressed in two phases with phase one scheduled to begin in the fall of 2009 and phase two in the spring of 2011.
Phase 1 of this project will replace the bridges carrying NYS Route 17 and Interstate 81 over the Chenango River. The existing westbound off ramp to Mygatt Street (Exit 72) will be replaced by westbound off and on ramps connected to Prospect Street. The location of merge and diverge points will be adjusted to improve visibility of those points and reduce driver uncertainty.
Bridges carrying Route 17 over Mygatt Street and carrying Route 17/I-81 over Chenango Street will be replaced.
During Phase 2 of the project, two additional bridges will be constructed over the Chenango River which will eliminate traffic weaving between NYS Route 17 / Interstate 81 split and Interchange 4. Interchange 4 will be modified from a full cloverleaf interchange to a hybrid of a diamond interchange that retains the loop ramp in the northeast quadrant of the interchange. The viaduct east of Interchange 4 will be rehabilitated or replaced, with portions placed on an embankment. The railroad spur servicing Agway will be relocated. Bridges carrying NYS Route 17 / Interstate 81 over Broad Avenue and NY Route 7 will be replaced.
