Greene County - The Town of Catskill, as lead agency, has determined that the proposed Kaaterskill Manor Senior Housing Facility will not have a significant adverse environmental impact. The action involves the consideration and approval of a site plan application for the development of a 3 story, 21 unit senior housing center with associated parking and underground stormwater management facilities. Infrastucture such as public water, sewer, natural gas and electric as well as paved roadways, curbs, sidewalks and off site improvements, including stormwater management facilities will also be constructed. Otsego County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Plantation Release, Otsego RA #7, Stand B-29 will not have a significant adverse environmental impact. The action involves the application of the herbicide (Glyfos) to reduce competition from undesirable woody and herbaceous vegetation on a 12 acre site in the Town of Milford. This action will remove the target vegetation on the site for a period of time sufficient to allow the planted spruce to attain enough size to dominate and fully occupy the site. The only vegetation to be removed is non-threatened or non-endangered species.
Impact on public health is minimal. Personnel will be equipped with safety equipment. Following label instruction for the application will minimize the risk. A complete description of the action is included in the Herbicide Application Plan, which is made a part of this Negative Declaration.
The project is located in the Otsego Reforestation Area #7, three miles west of Milford, Town of Milford, New York.
