Permit(s) Applied for:
Article 17 Titles 7 & 8 Industrial SPDES - Surface Discharge
Project is Located:
Erwin, Steuben County
Project Description:
The Department has received an application to modify the wastewater discharge permit for the Sullivan Park facility located at One Science Center Drive in Erwin. This facility discharges to the Cohocton River and a tributary to the Tioga River, both Class C waterbodies. The proposed modification involves an update to the list of approved Water Treatment Chemicals (WTCs) in the permit. Vaporene 7620 is proposed to be added to the permit and Vaporene 8310 to be removed as it is no longer used. The proposed modification also includes an increased dosage of Metrobrom 108C. As a result of the proposed changes to the list of approved WTCs, monitoring has been added to Outfall 002 for total residual chlorine due to the increased dosage of Metrobrom 108C and 2,2-Dibromo-3-Nitrilopropionamide as it is a component in Vaporene 7620. These are technology based limits derived by Department program staff based on water quality analysis and will be protective of the environment.
The Department has made a tentative determination to approve this modification. As a tentative determination, the Department is seeking public comment prior to making a final decision on permit issuance. A draft permit is available for review.
