Project is Located:
Hampton, Washington County
The project involves construction and operation of a new, 50 million gallon per year capacity biodiesel production facility. Low moisture vegetable oils as well as animal fats, greases and tallow, delivered to the facility by rail, will serve as the raw feedstock for the production process. The production process will combine the feedstock with excess alcohol (methanol) and a catalyst (sodium methylate) to produce biodiesel and a glycerin byproduct that will be refined and sold.
The proposed facility would be constructed on a 76 acre parcel located north of U.S. Route 4, west of Golf Course Road, and south of County Route 11. Construction will impact a total of approximately 13 acres of land. Upon completion of construction, buildings and pavement will represent approximately 10 acres of new impervious surface.
The Department has prepared draft SPDES and Air permits for the facility and has made a tentative determination to issue permits for the facility. Draft permits are available for public review.

Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.
State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: Hampton Town Planning Board
State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Mar 14, 2008.
