The applicant proposes to demolish an existing 2,274 square foot commercial building and construct a portion of new 3,995 square foot bank building within the 100-foot adjacent area of State-desigated Freshwater Wetland WF-3 (Class III). The project site is located at the southeast corner of U.S. Route 9 and Myers Corners Road (Co. Rte. 93). The total area of disturbance proposed is approximately 28,570 square feet (0.66 acre), of which approximately 22,130 square feet (0.51 acre) is within the wetland 100-foot adjacent area. The amount of impervious area within the 100-foot adjacent area will increase by approximately 1,815 square feet (0.04 acre).

Project Description:

The applicant proposes to introduce Triploid Grass carp to Orange Lake as a measure to control invasive weeds, specifically Eurasion Milfoil. The applicant will also be required to construct a barrier to prevent the migration of grass carp from the lake and conducting appropriate inspection and maintenance of the barrier. The appropriate amount of grass carp introduced to the lake will be determined by NYSDEC fisheries staff and based upon vegetated acreage within the lake. Triploid grass carp may only be purchased from approved suppliers possessing a valid permit to import and sell triploid grass carp in New York State.

To provide access to a proposed two-lot subdivision, the Applicant proposes to widen, extend and pave an existing gravel driveway. Project Description:

The applicant proposes to construct improvements to an existing public school wastewater treatment plant (WWTP) located partially within the 100 foot adjacent area of Freshwater Wetland F-75 (Class II). The proposed WWTP upgrades at the Increase Miller Elementary School will allow replacement of aging sand filters with an advanced membrane treatment system which will provide additional treatment to the sanitary sewage discharge. The WWTP upgrade project is being constructed to meet requirements of the New York City Watershed Rules and Regulations (WR & R). No disturbance to the wetland is proposed; the total area of disturbance to the adjacent area of the wetland is approximately 0.25-acre. The project includes demolition and removal of existing WWTP components, construction of a new 4200 square feet building to house the membrane bioreactor system with new equalization tank, septic tank, piping, instrumentation and new outfall to an unnamed tributary to the Croton Reservoir (Class C). The project also includes construction of a new retaining wall, stormwater treatment facilities, paved access drive, and a concrete pad to support a new emergency generator. The project is located on the south side of NYS Route 138 (Waccabuc Road), immediately east of the intersection with Increase Miller Road in the Town of Lewisboro, Westchester County.
