Project Description:

The Department has made a tentative determination, in accordance with its Environmental Benefit Permit Strategy, to modify the State Pollutant Dishcarge Elimination System (SPDES) permit for the Town of Peru's Water Pollution Control Plant. The existing permitted facility is a secondary treatment plant, located at 24 Sunrise Way in the town of Peru, with a design flow discharge of 0.5 million gallons per day of sanitary wastewater to the Little AuSable River, a Class C waterbody. The permit is being modified to add an effluent limit for phosphorus (3.7 lbs/day 12 month rolling average) in accordance with the Lake Champlain phosphorus Total Maximum Daily Load (TMDL) limit requirement. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information avilable to the Department at this time. As a tentative determination, the Departmnet seeks comments on the proposed modification prior to making a final decision. The draft permit (SPDES # NY 0023949) is available for review by making an appointment with the contact person listed below.

This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Derpartment at this time. As a tentative determination, the Department seeks comments on the proposed modification prior to making a final decision. Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a revised SPDES permit to Saratoga County for modifications at the Saratoga County Sewer District #1 Wastewater Treatment Plant in Halfmoon. The permit will allow for an expansion of the wastewater treatment plant that is necessary to resolve existing operational deficiencies and anticipated future demands for wastewater treatment. There will be additional monitoring requirements and discharge limits added to the permit for parameters identified during effluent sampling that are not included in the current permit. The expansion project will also require a minor modification to the existing Air State Facility permit and an Article 24 freshwater wetland permit for minor wetland adjacent area disturbance at the existing wastewater treatment plant.

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
