Project Description:
Charlton Suburban Services, LTD., lessees/operators of the Smith Sand Pit, a surface unconsolidated sand mine in operation since the early 1900's, propose the expansion of the Life of Mine (LOM) boundary. The mine has a current Article 23, title 27 of the Environmental Conservation Law (Mined Land Reclamation) permit to operate a 10 acre LOM and the expansion would add an additional 6.5 +/- acres of adjoining lands to the LOM. The modification is requested as the current LOM area has provided construction materials for over 20 years and is nearing depletion. The expansion will allow mining activities to continue without changes to the existing operations or production at the site as currently permitted. The current LOM and proposed expansion area are entirely on the lands owned by Mr. Norman Smith, located on the West side of North Road, approximately 2000 feet south west of its intersection with Potter Road, in the Town of Glenville, Schenectady County.
Availability of Application Documents:
Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.
State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Mar 07, 2008.
