Project Description:

The Town of New Windsor is proposing to reactivate the St. Anne's Drive Well located near the corner of St. Anne's Drive and Hudson Street in the Town of New Windsor, Orange County. The well, which supplied nearby residences with drinking water approximately 20-30 years ago, has not been in operation and would be reactivated at a pumping rate of up to 100 gallons per minute (which is equal to 144,000 gallons per day) to supplement the Town's water supply system. A disinfection system including a buried chlorine tank and a sodium hypochlorite feed system, would be installed to treat the water.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: New Windsor Town Board

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Project Description:

The New York State Department of Environmental Conservation (DEC) has received an application to renew/reissue State Pollutant Discharge Elimination Systems (SPDES) Permit #NY 04-4983 for the Black Bear Campground, located at 197 Wheeler Road, Warwick, New York, in Orange County. DEC has made a tentative determination to renew/reissue this permit and set a standard ten year term. This permit involves the subsurface discharge of 16,000 gallons per day of treated sanitary waste. Name of nearest surface water: unnamed tributary to Quaker Creek.

DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.
