Project Description:

The applicant proposes to expand the existing mobile home park by increasing the number of developed lots from 72 currently occupied lots to the previously approved full development of 93 lots. The expansion work will involve construction of 1,456 lineal feet of paved road, which will serve as an alternate access to the site. The new roadway will disturb 0.21 acre of the buffer area of NYS wetland D-49, and 0.03 acre of federal wetland. A stormwater detention basin will also be located within the buffer area. The project isle is located on the west side of Route 9W, just north of Miller Road.

Project Description:

The applicant proposes a modification to an existing SPDES permit which discharges treated backwash water to Brown Creek from a water treatment plant located at Route 32 and Wicke's Lane in the Town of Greenville. The modification would reduce the monitoring requirements for zinc from monthly to annually. The change is based on a technical review of the historic data for zinc that consistently shows levels below detectable limits, and a change in the location where the corrosive/scale inhibitor is added.
The Department has made a tentative determination to issue a State Pollutant Discharge Elimination System permit for the modification, under Article 17 of the Environmental Conservation Law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify Department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project.
A draft permit is available for inspection and comment at the DEC Region 4 Office.
