Negative Declaration

Onondaga County - The Village of Solvay Board of Trustees, as lead agency, has determined that the proposed 2008 Zoning Amendment - Village of Solvay, Amendment of Village Zoning Code will not have a significant adverse environmental impact. The action involves the enactment of amendment to the Zoning Code of the Village of Solvay to provide for the establishment of a new overlay district, to be known as the "Milton Avenue District" and to designate the uses permitted therein, as well as the regulations and area of dimensional requirements applicable thereto. The project is located on all lands zoned residential and commercial fronting on Milton Avenue from Village line to Village line, including the first 100 feet of frontage from the front lot line along both sides of Bridge Street. In addition, any commercially zoned lands at the time of the adoption of this law fronting on Franklin Avenue, Cogswell Avenue, Woods Road, Lamont Avenue, Freeman Avenue, Caroline Avenue and Charles Avenue (north of Conklin Street) in the Village of Solvay, New York.

Onondaga County - The Onondaga County Water Authority, as lead agency, has determined that the proposed Otisco Lake Water Treatment Plant Improvements will not have a significant adverse environmental impact. The action involves the modifications and improvements to the Otisco Lake Water Treatment Plant (WTP) and Otisco Lake WTP intake facilities to address aging equipment, make safety and security improvements, improve control and operability, maintain and improve finished water quality, and to operate the facility at consistent flow rates. The proposed plan is focused around the improvement and upgrade of existing facilities. The proposed project will largely involve the rehabilitation and replacement of facilities within existing facilities and some expansion of building footprints for new facilities. Proposed new equipment will result in approximately one acre of new impervious surfaces (buildings, roads, parking, etc.) combined acreage of both sites. The project is located at 2460 Lawrence Road in Marcellus, New York and at 2785 Otisco Valley Road in Marietta, New York.
