Notice of Acceptance of Draft GEIS and Public Hearing

Suffolk County - The Town Board ot the Town of Southampton, as lead agency, has accepted a Draft Generic Environmental Impact Statement on the proposed Wireless Communications Draft Master Plan and Implementing Regulations. A public hearing on the Draft GEIS will be held on February 12, 2008 at 1:00 p.m. at the Southampton Town Hall, 116 Hampton Road, Southampton, NY 11968. The action involves the two major components:

1) Adoption of the "Town of Southampton Wireless Communications Plan"

The proposed Plan includes an overview of issues concerning the siting and design of wireless communications facilities; an inventory of existing wireless communications antenna-supporting structures and buildings in the Town and along its boundaries; a discussion of administrative issues concerning the processing of applications for wireless facilities, the leasing of municipal sites, and monitoring of facilities; an analysis of current network deployment patterns; and recommendations for managing the development of wireless structures through regulatory and administrative measures.

2) Adoption of a Local Law (Article XXVII: "Wireless Communications Transmission Support Structures and Antennas") that reflects the goals, objectives, findings, and recommendations of the Wireless Communications Plan and amends Article XXVII, "Wireless Communications Towers and Antennas", accordingly.

The proposed legislation is designed to promote the installation of new wireless facilities in a hierarchy of preferred locations and/or installation types. It serves as a means to implement the recommendations of the Wireless Communications Plan, including providing siting, design, and health and safety standards to limit visual and other impacts and improve local service. It encourages the use of municipal lands, and public and quasi-public spaces. It sets forth procedures to expedite the application review process for those proposals which involve the least intrusive approaches to wireless communications deployment. The proposed legislation also establishes a framework for monitoring and maintenance of facilities.

The project is located on all lands within the jurisdiction of the Town of Southampton, New York.
