Project Description:

The New York State Department of Environmental Conservation (NYSDEC) is pursuing a renewal of the State Pollutant Discharge Elimination System (SPDES) Permit (NY 0231088, DEC #7-0334-00032/00003), to the Town of Kirkwood Water District #4, Well #3 pursuant to 6NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). Relevant information regarding the permit follows:
Outfall 001 - The discharge from this facility is related to water drawn from Well Number 3 of Water Supply District #4 that shows elevated levels of Trichloroethylene (TCE) caused from a nearby dump site. This permit renewal maintains current discharge levels and limits and updates administrative elements of the permit including Discharge Notification Requirements.
The Town of Kirkwood Well #3 has a surface discharge into the Susquehanna River, a Class A waterbody.
Additional information, including the current permit, and supporting documentation may be obtained from or inspected at the DEC office in Cortland, New York. Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

Project Description:

The New York State Department of Environmental Conservation (NYSDEC) is pursuing a modification of the State Pollutant Discharge Elimination System (SPDES) Permit (NY 000 4073, DEC #7-0346-00029/00001), BAE Systems Controls, Inc. (BAE) pursuant to 6NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). Relevant information regarding the permit follows:
BAE has historically had three (3) outfalls that has surface discharges to Little Choconut Creek, a Class C stream.
Outfalls 1 and 2 are authorized for daily discharges of 22,250 and 20,160 gpd that consists primarily of stormwater from parking lots and trace amounts of non-contact condensate from air conditioning units during the summertime. In addition, Outfall 001 would be authorized to discharge overflow from chilled water system pumps in the event of an extended period power failure. Outfall 002 includes an intermittent discharge of 8 gpm city water from a backup water cooled air compressor and trace amounts of flow from air conditioning coil cleaning (once or twice a year).
Outfall 003 has been changed to eliminate all process wastewater and stormwater runoff. This outfall is only expected to be used in the event that emergency fire reservoir on site needs to be drained for repair. With the elimination of process wastewater through outfall 003, a permit condition that required monitoring and action levels for certain parameters has been eliminated.
Other changes include administrative updates to the permit.

Project Description:

Applicant proposes to install a geo-thermal heat exchanger to Craine Lake for their adjoining single family residence. Pipe will consist of approximately 2000 feet of weighted 1 1/4 inch High Density Polyethylene in three parallel loops extending approximately 250 feet perpedicular to shoreline off 6466 Craine Lake Road in the Town of Lebanon. This is a closed-loop system of water and antifreeze (23% solution of methanol with bleach as biocide) with no intended discharge.
