Project Description:

The applicant proposes to construct a 14,725 square foot industrial building and associated infrastructure within the 100-foot adjacent area of State-designated Freshwater Wetland WR-5 (Class II). The project site is located south side of Industrial Drive, about 0.28 mile west of the intersection with NYS Route 17A. Approximately 1.2 acres of the wetland 100-foot adjacent area would be disturbed by construction of the building, parking, driveway, stormwater management basin, and subsurface septic system. Approximately 0.03 acres of the wetland would be impacted by the installation of the sanitary sewer force main and the entrance driveway. The remainder of the 0.56 acres of wetlands on the site have been avoided. To help offset impacts to the wetland, a the stormwater management basin (approximately 0.3 acres) will be planted with native wetland plant species.

Project Description:

The applicant proposes to construct a new 374-bed hospital, the Orange Regional Medical Center, with associated internal roadways, paved parking areas, stormwater management facilities and other components on a 61+acre site. Construction of the seven-story medical facility will result in the filling of less than 0.5-acre of federally regulated wetland and the construction of 0.86-acre of new wetland as mitigation. Stormwater from the site is proposed to discharge via overland flow to an unnamed tributary of the Wallkill River, Class C(t); however, no disturbance to the bed or banks of the stream is proposed. The project is located on the north side of East Main Street (County Route 67), west of NYS Route 17 and east of I-84 in the Town of Wallkill, Orange County.
