Location: Within a National Grid utility easement along Interstate-87 at Pottersville (just north of exit 26 and Valley Farm Road), Town of Chester, New York.

Project Description: The project consists of installing six utility poles greater than 40 feet in height as part of continued maintenance to a 1932 electric sub-transmission 34.5 KV circuit known as Chestertown-Schroon #3. Two 88-foot-tall poles (Structure 99) separated by 6 feet will be removed from west of I-87 and replaced with three 88-foot-tall poles separated by 11.5 feet. The same replacement will occur east of I-87 (Structure 100). The current poles are connected by a top bar and "X" bracing 6-8 feet below the top bar; the proposed poles will no longer be connected with the top bar, only the "X" bracing. Conductors will be connected directly near the top of each pole in the same number as currently supported. Structure 99 is located in a wetland and Structure 100 is located on the edge of a wetland. To minimize wetland impacts, access will be from the toe of the I-87 right-of-way embankment during dry or freezing conditions, without the use of fill. This utility line reconstruction project has also been the subject of Agency Jurisdictional Determinations J2006-604 and J2006-554A, and Agency Permit 2007-88, in which some pole replacements also involved wetlands.

Negative Declaration

Saratoga County - The Town Board of the Town of Moreau, as lead agency, has determined that the proposed Water District No. 6 Extension No. 1 will not have a significant adverse environmental impact. The action involves the establishment of Water District No. 6, Extension No. 1. The extension will serve a residential subdivision development. The infrastructure and improvements include 650 + linear feet of distribution mains, necessary fittings and accessories. The project is located at Fawn and Fortsville Roads in the Town of Moreau, New York.
