Project Description:

The Department (DEC) has prepared a Draft Permit and has made a tentative determination to approve a renewal to the existing Air Title V Facility Permit for this facility.
Henkel Corporation manufactures a broad array of adhesives and specialty coatings for sale to various industries. Henkel installed, operates and maintains condensers on the affected mixers and a chilled water cooling system to ensure compliant outlet gas temperatures. The facility is also in compliance with 6 NYCRR Part 212 volatile organic compounds (VOC'S) Reasonably Available Control Technology (RACT).

This permit contains a VOC emissions limit of 39 tons per year which caps the facility below the applicability threshold of 6 NYCRR Part 231-2 New Source Review in Nonattainment Areas and Ozone Transport Regions.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. The Draft Permit and Permit Review Report may be viewed and printed from the DEC web site at: http://www.dec.ny.gov/chemical/32249.html.

DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the DEC representative listed below. State Environmental Quality Review (SEQR) Determination:

Project is not subject to SEQR because it is a Type II action.

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department has prepared a Draft Permit and made a tentative determination to approve this application by Dual Printing for their comercial sheet-fed/web offset lithographic printng facility that produces various types of printed products for its customers. The facility, which operates eight non-heatset offset lithographic presses, emits volatile organic compounds (VOCs), including hazardous air pollutants (HAPs), contained in the inks, fountain solution, blanket wash, developers, cleaners, adhesives and other products used in various printing operations. The proposed draft permit would allow the company to operate with a cap on facility-wide emissions at 49 tons per year (tpy) for VOCs, 24 tpy total HAPs and 9 tpy individual HAPs, below the applicability thresholds which would require a Title V permit. By accepting these limits the company avoids the control requirements specified in 6 NYCRR 234 - Graphic Arts and will eliminate the need to dertermine the applicability of 6NYCRR231-2, New Source Review in Nonattainment AREAS and OZone Transport Regions at this time. The application and draft permit are available for review and comment at the Region 9 office.
