Project Description:

The Eastman Kodak Company (Kodak) proposes to take up to 50,000 gallons per day (gpd) from the Monroe County Water Authority distribution system, whose source is Lake Ontario, for a potable water supply to serve Non-Kodak Buildings in the boundary of the KPM section of Kodak's Kodak Park manufacturing facility. The KPM section of Kodak Park is located within the Town of Greece in Monroe County. Building 313 is the only building currently identified and Kodak indicates that the 50,000 gpd allocation would be adequate to cover all potential sales to non-Kodak Buildings within the KPM section of Kodak Park. Project Description:

The New York State Department of Environmental Conservation (NYSDEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 010 7221, DEC Identification #: 8-4642-00009-00015), the Erwin Manufacturing Complex pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS).

The changes to the permit are as follows:

This draft modified permit is to combine both Erwin Ceramics Plant and Erwin Electronic Plant under Erwin Manufacturing Complex -- Ceramics, West Plant and Electronic, East Plant. Under Erwin Ceramics, Outfall 001 will be changed to Outfall 002. Outfall 01A and Outfall 01B - Remove Outfall 01A and assign the influent to lagoon as Outfall 001. Under Erwin Electronic, Outfall 001 will be changed to Outfall 003. Sanitary waste to Town of Erwin Publically Owned Treatment Works.

The modification also includes several other minor reporting modifications. The Erwin Manufacturing Complex has surface discharges (Outfalls 002 and 003) into the Canisteo River, a class C water, and monitor of groundwater discharge at outfall 001.

Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the DEC central office in Albany. Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

Project Description:

Northern Biogas LLC proposes to operate a new anaerobic biogas facility to treat cow and horse manure, food processing wastes, greases, glycerin, and potentially other waste streams to generate electricity and heat, at 369 NYS Route 104 in the industrial park adjacent to Harbec Plastics and Northern Biodiesel, east of Dean Parkway and south of Timothy Lane. The facility must be permitted as a non-specific Solid Waste Management Facility under NYCRR Part 360. In addition, the facility must be registered as a Land Application Facility. The facility will generate liquid which will be used in the Northern Biodiesel plant or land spread and solid materials including animal bedding material which will need to obtain a Beneficial Use Determination. As a tentative determination, the Department seeks your comments prior to the issuance of a final decision. The file is available for review at the NYSDEC Avon Office.
