NOTICE OF CONTRACT AWARD PURSUANT TO NEW YORK STATE GENERAL MUNICIPAL LAW SECTION l20-W.
On December 20, 2007 the Rockland County Solid Waste Management Authority awarded a contract to Allserveco, Inc. pursuant to section one hundred twenty-w (120-w) of the General Municipal Law for the operation and maintenance, hauling and disposal of the Hillburn Transfer Station. The validity of this contract or the procedures which led to its award may be hereafter contested only by action, suit or proceeding commenced within sixty days after the date of this notice and only upon the ground or grounds that: (1) such award or procedure was not authorized pursuant to that section, or (2) any of the provisions of that section which should be complied with at the date of this publication have not been substantially complied with, or (3) a conflict of interest can be shown in the manner in which the contract was awarded; or by action, suit or proceeding commenced on the grounds that such contract was awarded in violation of the provisions of the Constitution.

Con Edison Site Development Plan
PLEASE TAKE NOTICE, that on January 14, 2008, at 8:00 p.m. in Village Hall, 4 Penfield Place, Pelham Manor, New York 10803, the Village of Pelham Manor Board of Trustees will hold a public hearing on Con Edison site plan approval for property known as 847 Pelham Parkway.
PROPOSED ACTION AND LOCATION
The Village of Pelham Manor Board of Trustees received an application for Site Plan Approval for 847 Pelham Parkway, also known as Section 166 Block 34 Lot 1-1. Consolidated Edison will conduct an extensive manufactured gas plant (MGP) remediation for the twenty acre site located along Boston Post Road and Pelham Parkway in the southwest corner of the Village. Under the New York State Department of Environmental Conservation (NYS DEC) approved Remedial Action Work Plan (RAWP) Con Edison must implement a program that includes:
Removal of contaminated soil, installation of underground barrier walls along portions of the site, establishing a clean soil buffer layer across the site, and installation of soil vapor collection systems.

Notice of Completion of a Unit Management Plan Amendment

Project Description: The New York State Department of Environmental Conservation announces the completion of a Unit Management Plan Amendment for the Kenneth L. Wilson Campground. The amendment proposes that a 30' x 80' one story equipment storage pole barn be constructed on the west side of the recently completed maintenance building. The roof and sides of this barn will match the color and materials of the existing maintenance building. The barn will not be visible from either the public highway or from the developed part of the campground. It will include six bays that will be open on one side to facilitate ingress and egress of equipment. There will be electric power to the building and an outside water spigot.
The Kenneth L. Wilson Campground Unit Management Plan (UMP) was adopted in 1994. The UMP provides information on the environmental setting, inventory of facilities, organizational structure, issues, constraints, management objectives, and effects.
Kenneth L. Wilson is a public campground located on state Forest Preserve in the Catskill Park. It is classified "Intensive Use Area" in the Catskill Park State Land Master Plan and is operated by the New York State Department of Environmental Conservation. The campground is located off County Route 40 just south of Mt. Tremper in the town of Woodstock, New York.
Ulster County - The State University Construction Fund, as lead agency, has determined that the proposed Rehabilitate Building No. 1 - Old Main (State Universtity of New York New Paltz Campus) will not have a significant adverse environmental impact. The action involves the interior and exterior renovation of the building, including site repairs, and will also include interior renovations, elevator replacement, HVAC system improvements, plumbing and fire protection improvements, electrical and telecommunications improvements. Since this property has been determined to be eligible for inclusion in the National Register of Historic Places, a Letter of Resolution has been developed and signed by the Office of Parks, Recreation and Historic Preservation and the State University Construction Fund. The project is located on the SUNY New Paltz Campus at One Hawk Drive, New Paltz, New York.

Orange County - The Town of Newburgh Town Board, as lead agency, has determined that the Proposed Rezoning may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the rezoning of portions of the Town of Newburgh. The zoning map amendments are as follows: approximately 1,377 acres (including Orange Lake) to be rezoned from the R-3 District to the R-1 District, approximately 967 acres to be rezoned from R-2 District to the R-1 District, and approximately 130 acres to be rezoned from the IB District to the B District. The Proposed Action is a specific recommendation of the 2005 Town of Newburgh Comprehensive Plan Update. The project is located in the Town of Newburgh, New York. The proposed area to be rezoned is located in the southwest portion of the Town and is generally bounded by the R1 District to the north, Interstate 87 to the east, Route 17K and Interstate 84 to the south, and the Town of Newburgh town line to the west.
