Project Description:

The Department has prepared a Draft Permit and has made a tentative determination to approve a modification to the existing Air State Facility Permit for this facility. This modification adds a third paint spray booth, however, emissions of Volatile Organic Compounds (VOC) will remain unchanged and continue to be capped at 45 tons per year (tpy). This permit also reflects the replacement of an abrasive blast operation and the emissions will now be vented inside the plant, thereby eliminating an emission point from the permit.
Thermal oxidizers are no longer manufactured at this facility, thereby substantially reducing their need for non-compliant specialty coatings. Therefore, the VOC Reasonable Available Control Technology (RACT) variance condition has been modified to establish a limit of 150 gallons during any 12 month period. This limit ensures that the RACT analysis done previously will not need to be revised.

State Environmental Quality Review (SEQR) Determination:

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jan 25, 2008.

Project Description:

Construction of a 336 site campground with associated utilities, roadways, trails, chapel, camp store, lodge and bathhouses on the 68 acre parcel. The proposal includes creation of a 7.5 acre recreational pond by excavation of 176,000 cubic yards of clay and topsoil. The project also requires a Department State Pollutant Discharge Elimination System Permit for the installation of a wastewater treatment system for subsurface discharge of up to 9,730 gallons per day of sanitary waste. The site is zoned commercial-recreational and is located approximately 4,000 feet west of the I-190 Whitehaven Road exit.

SEQR Lead Agency: Grand Island Town Board

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
