Project Description:

The Department intends to modify the Villages discharge permit in accordance with NYS's Environmental Benefit Permit Strategy. The permit last underwent technical review in 1987. In the intervening years there have been changes in applicable federal and state law, regulation, policy and permit format. Consequently, there are several permit changes proposed. Specifically the addition of effluent limits for carbonaceous BOD5 (CBOD5); an allowable UOD of 132 mg/l year round; Total ammonia, as NH3 must be monitored and recorded on the discharge monitoring report; an allowable discharge for Total Residual Chlorine (TRC) has been reduced to 0.3 mg/l. The resulting modified permit is considerably more strict than the existing permit and is available for review in the Syracuse Office.

Availability of Application Documents:

Filed application documents, and Department draft permits where applicable, are available for inspection under the provisions of the Freedom of Information Law during normal business hours at the address of the contact person.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jan 25, 2008.
