Project Description:

The applicant proposes a new discharge of 12,800 gallons per day of treated sanitary wastewater to an unnamed tributary to Silver Stream (Class D) from a septic tank and sand filter treatment system at the applicant's facility known as the South Acres Mobile Home Park located on the west side of St. Rte 22, 1.2 miles south of its intersection with Junction Road. The applicant plans to replace failing individual systems and allow for a 16 lot expansion west of the existing developed mobile home park. The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project. Project Description:

The New York State Department of Environmental Conservation (NYSDEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 002-0376, DEC Identification #: 5-1648-00013), the Village of Malone Wastewater Treatment Plant pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The changes to the permit are as follows: Outfall 001 - Flow - New monitoring requirement for Daily Maximum is added. Solids, Total Settleable - New monitoring requirement for monthly average is added. Ammonia, Total (as NH3) - New monitoring requirements are added for Winter season monthly average Mass, Winter season Daily Maximum Concentration and Mass, Summer season monthly average Mass, and Summer season Daily Maximum Concentration and Mass. Whole Effluent Toxicity Testing - Acute WET testing on a five year schedule is added to the permit in accordance with Technical Operational and Guidance Series 1.3.2. The modification also includes several other minor reporting modifications. The Village of Malone Wastewater Treatment Plant has surface discharge into the Salmon River, a class C(T) water. Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the DEC central office in Albany. Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

Proposed construction of a single family residence, access driveway and paddock area, disturbing 0.96 acre of the adjacent area of Freshwater Wetland C-18 (Class II). The proposed driveway includes a 24 foot long span bridge across the Little Snook Kill (Class C(T)). No disturbance to the actual DEC wetland will occur. The Department has made a tentative determination to approve a modification of SPDES permit # NY-0249050, for the Village of Whitehall water treatment plant. The proposed modification involves an additional discharge of up to 50,000 gallons per day of treated wastewater from filtration backwash to a tributary of South Bay (class B). The new discharge is associated with improvements to the Village water system, including construction of a new filtration plant as required by the New York State Department of Health. The project is located at the existing water treatment facility on Blue Goose Road, Town of Dresden. A draft permit is available for review.
