Negative Declaration

Cortland County - The City of Cortland Planning Commission, as lead agency, has determined that the proposed Site Plan Review for New Clocktower Building will not have a significant adverse environmental impact. The action involves the construction of an approximately 18,000 square foot mixed use building in Cortland's Central Business District and Historic District. The project is located at 112 to 126 Main Street in the City of Cortland, New York.

Cortland County - The Town Board of the Town of Preble, as lead agency, has determined that the proposed Enactment of new Zoning Ordinance for the Town of Preble will not have a significant adverse environmental impact. The action involves the repeal of the present Zoning Ordinance and the simultaneous enactment of a revised Zoning Ordinance. The project is located town wide in the Town of Preble, New York

Onondaga County - The County of Onondaga, as lead agency, has determined that the proposed Long Term Biosolids Management Agreement will not have a significant adverse environmental impact. The action involves an agreement between Onondaga County and Waste Stream Environmental, Inc. pursuant to General Municipal Law Section 120-w for the processing and beneficial re-use of the County's biosolids. Waste Stream Environmental, Inc. will process the biosolids utilizing an alkaline stabilization process and will market the finished soil product in accordance with New York State Department of Environmental Conservation (NYS DEC) regulations. The project is located at 650 Hiawatha Boulevard West in the City of Syracuse, New York.

Oswego County - The Town Board of the Town of Richland, as lead agency, has determined that the proposed Town of Richland Water District No. 2 will not have a significant adverse environmental impact. The action involves the installation of approximately 28 miles of new 8 inch ductile iron water main, one mile of 12 inch ductile iron water main, two control valve stations, rehabilitation of existing Schoeller water source wells, a new chlorination facility and a new 300,000 gallon water storage tank. There will be seven connections to the existing Water District 1 in the Town of Richland. Water will be derived from groundwater wells located within the Town. The project is located throughout the Town of Richland, New York.

Notice of Acceptance of Final SEIS

Broome County - The Broome County Legislature, as lead agency, has accepted a Final Supplemental Environmental Impact Statement on the proposed Broome County Landfill, Section IV, Entrance Evaluation. The action involves the re-evaluation of the entrance to the Broome County Landfill Section IV, located north of Dunham Hill Road and to propose possible improvements such as an underpass/overpass on Dunham Hill Road; a driveway off Dunham Hill Road with a cueing area for trucks, a scalehouse, inbound and outbound scales, and customer convenience area for refuse disposal; or an improved at grade crossing. The DSEIS identifies environmental impacts and mitigation measures for those impacts, as related to relevant transportation and operational issues. The project is located at 286 Knapp Road in Binghamton, New York.
