Project Description:
The Town of Tonawanda proposes to operate a Household Hazardous Waste Storage facility, located within a controlled access portion of the Tonawanda Highway Department building at 450 Woodward Avenue. The following types and amounts of wastes will be collected: about 12,000 gal/yr of waste motor oil, 1,000 gal/yr of waste automotive antifreeze, 2,500 gal/yr of oil based paint and painting related materials, 50 gal/yr of waste cooking oil and about 500 lead acid batteries per year. Only wastes collected from residents by town collection crews or occasionally delivered by residents will be accepted at the site. Precautions will be taken to ensure that incompatible materials will not be co-mingled or stored at the same area within the facility and unknown wastes or materials other than those listed above will not be stored. Wastes will be removed from the site within 90 days of their accumulation date.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The Department has made a tentative determination to approve a modification to the existing permit (NY0126276) and has prepared a draft permit which is available for review at the regional office. The applicant proposes to discharge a maximum of 14,350 gallons per day (gpd) of treated sanitary wastewater to groundwater. The nearest surface water is tributary 1 of Twelvemile Creek. The Department is seeking comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify Department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project.
