Project Description:

The Department has prepared a draft permit pursuant to Article 19 (Air Pollution Control) of the New York State Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments, and has made a tentative determination to approve this application for renewal of an existing Title V permit for the operation of the Owens-Brockway Glass Container Inc. facility located at 7134 County House Road, Auburn, NY.

Owens-Brockway Glass Container Inc. Manufactures glass containers from recycled glass and other raw materials. The plant is comprised of the following areas: raw materials receiving/storage, raw materials blend/mix, glass melting, glass forming, and bottle treatment. The Title V renewal permit contains some minor changes from the original Title V permit, but the facility is not subject to any new regulations.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below. DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing. Comments and requests for a public hearing should be in writing and addressed to the Department representative listed below. Project Description:

The Department has made a tentative determination to approve a SPDES permit modification for an existing discharge permit from the Riverview Business Park (RBP) to the Oswego River. Specifically, the permit would be modified to add a new suboutfall (Outfall 01B) to allow for a discharge from an anaerobic treatment modular, which is treating process streams from the ethanol plant (wastewater flows from a CO2 scrubber and fermenters), estimated at 45 gpm to holding lagoons where it will be combined with stormwater, cooling tower blowdown and RO reject water, before batch discharge to the Oswego River via existing Outfall 001. The influent flow to the anaerobic treatment modular is approximately 495 gallons per minute and most (450gpm) will be recycled within the ethanol facility with only 45 gpm being discharged from Outfall 01B. The permit would also be modified to add the discharge of cooling tower blowdown, estimated at 8 gallons per minute, to the holding lagoons to be discharged from Outfall 001. Discharge from the holding lagoons to the Oswego River will be batch discharges, approximately once per month over a two week period. The application and draft permit are available for review in the Syracuse Office.
