Project Description:

The applicant proposes to expand the life of mine from16.0 acres to 32.8 acres, an increase of 16.8 acres. This operation is a surface sand and gravel mine within a 47.5 acre parcel owned by the applicant. The project site is approximately 5 miles south of the Village of Ilion on Elizabethtown Road, west of the Elizabethtown and Beebe Road intersection. The mine is intended to operate as a traditional surface mine extracting unconsolidated sand and gravel with gravelly silt loam as the predominate soil type. Mining is not proposed for below the local water table. Excavation will be done by mechanical equipment, standard for sand and gravel mining operations. Material will be stockpiled as unprocessed "run-of-bank", or processed with portable screens and crushers. Maximum processing rates for the screen and crushing operations will not exceed 150 tons-per-hour (TPH). Final reclamation will restore the site to a 32.8 acre meadow and possibly future agricultural use. Final reclamation will include the replacement of stockpiled topsoil, and re-seeding with an approved USDA Soil Conservation Service seed mixture. The reviewed life-of-mine area is 32.8 (LOM) acres.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: NYS Department of Environmental Conservation

State Historic Preservation Act (SHPA) Determination:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jan 18, 2008.

Project Description:

Dredge a total of 4,000 cubic yards of sediment from around rental docks, private docks, boathouses and channel to deeper water involving three property owners in a small bay off the St. Lawrence River with upland disposal of the dredged material in a bermed containment area on the Gary Plantz property on Plantz Road off the Dingman Point Road.
