Project Description:

The proposal is for the construction and operation of Phase V of the Clinton County Landfill which involves a 40 acre expansion of the existing 67.6 acre landfill. The proposed Phase V would be on the north side of and partly overlay the old landfill, on property formerly owned by New York State Electric and Gas and purchased by the applicant (NEWSNY). The final elevation for the Proposed Phase V area is 784 feet above Mean Sea Level (MSL) elevation (about 152 feet above the existing ground.) For comparison purposes, the existing landfill has a final elevation of 764 feet above MSL. Landfill gas emissions will be handled by the previously permitted Landfill Gas to Energy Facility. No change is proposed in the annual waste receipt rate which is limited to 175,000 tons per calendar year or the approved design capacity of 750 tons per day. The landfill is located on the north side of Sand Road, approximately 1.3 miles west of Morrisonville.

State Environmental Quality Review (SEQR) Determination:

A draft environmental impact statement has been prepared on this project and is on file.

SEQR Lead Agency: Clinton County

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Jan 07, 2008.

Project Description:

Applicant proposes to develop and operate a consolidated bedrock (dolostone) quarry within an existing 35-acre sand and gravel mine, to be operated over a 60-year period. Mining operations will include onsite crushing, screening, and washing, with blasting an average of 2 times per month. The proposal includes a 20-acre reduction of a 55.3 acre life of mine (to a 35-acre life of mine) to exclude a wetland area. The site is part of a 155-acre parcel of land owned by the applicant. The mine will be reclaimed to a 19-acre pond, with 11 acres of grassland, and the 5-acre concrete batch plant facility. The site is located on the west side of NYS Route 30, north of intersection of NYS Route 30 and Brussell Street in the Town of Wells, Hamilton County.

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
