The project involves the development of a 4-lot residential subdivision on an approximately 156 acre property. A common driveway will be constructed to access three (3) of the homes. The common driveway will be constructed along an existing abandoned road bed, known as Old Highway Town Road. The fourth home will be accessed via a private driveway off of Texas Hill Road. The proposed homes will have individual septic systems and drilled wells.
The project will result in the overall disturbance of approximately 7.9 acres of land. The construction of the common driveway and individual driveways will result in impacts to approximately 0.22 acres of federally regulated wetlands. Wetland impacts will be mitigated through the creation of 0.22 acres of new wetlands.
The project is located east of the intersection of Lockwood Road and Texas Hill Road in the Town of Hillsdale, Columbia County.

Project Description:

The Department has prepared a draft permit and has made a tentative determination to issue a renewal Title V and Title IV air permit for the operation of an existing power generating facility located at 1902 River Road, Castleton-on-Hudson, in Rensselaer County, NY. The application includes a transfer from Transcanada Power to EpCor.

The facility is a combined cycle electric generating plant rated at 67 MW nominal. The facility consists of one GE frame model PC6541B gas turbine firing primarily natural gas with distallate oil, as alternative fuel utilizing steam injection for NOx emission control, a 125 MMBTU/hr natural gas fired duct burner, a heat recovery steam generator and a steam turbine generator. The alternative gas turbine fuel is 0.5% distillate fuel oil with a firing limit of 6,653,000 gallons per year. The facility also operates a gas fired, auxiliary boiler rated at 95 MMBTU/hr for space heating and to provide steam to the gas turbine during startup. The facility is subject to provisions of the NOx and Sulfur Dioxide Budget Programs and the Acid Rain regulations.

In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

Persons wishing to inspect the subject Title V files, including the application with all relevant supporting materials, the draft permit, and all other materials available to the DEC (the "permitting authority") that are relevant to this permitting decision should contact the DEC representative listed below.
