Negative Declaration

Jefferson County - The City of Watertown City Council, as lead agency, has determined that the proposed Samaritan Medical Center will not have a significant adverse environmental impact. The action involves the expansion of an existing medical center and the construction of a multistory parking garage. Also included is the renovation of existing space and parking lot and circulation modifications. The project is located at 830 Washington Street in the City of Watertown, New York.

Jefferson County - The Town of Champion, as lead agency, has determined that the proposed Water District # 5 will not have a significant adverse environmental impact. The action involves the construction of a water distribution system to serve portions of the Sayre Road, NYS Route 126 and the Farney Pit Road as shown in the preliminary engineering report. In addition, the development of a groundwater source supply and distribution of water to the new system through an interconnection to Water District # 4. The project is located along Sayre Road, NYS Route 125 and Farney Pit Road in the Town of Champion, New York.

St. Lawrence County - The Village of Potsdam Board of Trustees, as lead agency, has determined that the proposed Lowe's of Potsdam, New York proposed annexation and retail development will not have a significant adverse environmental impact. The action involves the proposed development of approximately 200,000 square feet of commercial space on 78.6 acres of land of which 70.2 ± acres will be annexed to the Village of Potsdam. The proposed development includes an approximate 140,000 square foot Lowe's home improvement retail store including a 27,000 square foot garden center and approximately 58,250 square foot of additional retail space to be determined. The project will also include a stormwater management area, a water tower/tank, a total of 778 parking spaces, wetland mitigation and upgrades to Country Lane and Route 56 at their intersection including the installation of a traffic signal. Country Lane, presently a Town of Potsdam road, is intended to be conveyed or abandoned to the Village of Potsdam as a dedicated Village road.

One of the parcels will be subdivided and all of the properties involved with this project will be annexed from the Town of Potsdam into the Village of Potsdam. The site is proposed to be rezoned from Highway Development (H-D) and Residential (R-2) to Business (B-1). This project is compatible with the Villlage Comprehensive Plan (2001, Draft Update 2006).

The project is located at 61 Country Lane, in Potsdam, New York.
