Project Description:

The New York State Department of Environmental Conservation (NYSDEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 002-2501, DEC Identification #: 6-2222-00006/00001-0), the Village of Alexandria Bay Wastewater Treatment Plant pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The changes to the permit are as follows:

Flow -
Daily Maximum monitoring and reporting is added. BOD5 - The monitoring frequency is increased from once per month to twice per month in accordance with TOGS 1.3.3 Appendix A. TSS - The monitoring frequency is increased from once per month to twice per month in accordance with TOGS 1.3.3 Appendix A.

Fecal Coliform - The monitoring frequency is increased from once per month to twice per month in accordance with TOGS 1.3.3 Appendix A.

Solids, settleable - Monthly Average monitoring is added. Temperature - Monthly Average monitoring is added.

Chlorine, Total Residual - Monthly Average monitoring is added. Short term monitoring program is added to the permit for Total Mercury.

Discharge Class -Discharge Class is changed from EPA Major (05) to EPA Significant Minor (07) in accordance with Memorandum of March 13, 1995.

The modification also includes several other minor reporting modifications.

The Village of Alexandria Bay Wastewater Treatment Plant has a discharge into the St. Lawrence River, a class A water.

Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the DEC central office in Albany. Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.

Project Description:

The Department has received a request for a permit to operate air pollution sources and has drafted pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, a State Facility Permit, for the facility located at GM Powertrain, Town of Massena, St. Lawrence County, New York. This facility is engaged in the production of aluminum automotive components using the lost foam processes. The Standard Industrial Classification representative of this facility is 3365, Aluminum Foundries.

This permit allows for the operation of module aluminum cast lines #1 through #5, a high volume cast line (HVC), and the aluminum machining centers (Emission Unit: G-MCAST). Aluminum melting operations including the aluminum reverberatory furnaces, dry hearth furnace, jet melter, dross bins and spinning nozzle inert flotation (SNIF) in-line fluxing units (Emission Unit: G-MMELT). Molding operations including bead expansion and cast line molding (Emission Unit: G-MMOLD). Facility wide services including the miscellaneous sand handling operations, heat treating ovens, and boilers (Emission Unit: 1-GMFAC).

The facility has accepted emissions limits on the annual hours of operation for all cast lines, annual usage of polystyrene beads, and annual natural gas consumption. These limits will reduce facility emissions of Hazardous Air Pollutants (HAP), Volatile Organic Compounds (VOC), Carbon Monoxide (CO), Oxides of Nitrogen (NOx), Particulate Matter (PM), and Particulate Matter less than 10 microns in diameter (PM-10) to less than the major source thresholds of these contaminants. In addition, the facility must meet the boiler emission limits of 6 NYCRR Part 227-1, the process emission limits of 6 NYCRR Part 212, and the New Source Performance Standards of 40 CFR 60 Subpart Dc.

The draft permit with conditions is available for review in the Region 6 NYS DEC office in Watertown, New York.
