Project Description:

The applicant proposes the construction of a gravel driveway, approximately 10 feet wide by 94 feet long, within the 100 foot adjacent area of State-designated Wetland PE-10 (Class II), to access a new single family home. The home, septic system, and remainder of the driveway will be located outside the regulated area. The project site is located off of Loch Ada Road, north of Haring Road, in the Town of Lumberland.

Project Description:

The applicant proposes to demolish and replace a concrete revetment with approximately 840 cu. yds. of riprap and 210 cu.yds. of bedding stone and reconstruct the deteriorated sheet pile bulkhead for a length of approximately 170 feet in-kind, within 18 inches of the face of the existing bulkhead. The void between the existing bulkhead and the new sheeting will be filled with 75 cu. yds. of granular fill and the top of the bulkhead will be oversheeted by a cantilevered bulkhead. The fill for the bulkhead will be placed with a front end loader or backhoe and fill for the revetment will be placed by crane, bulldozer, and long arm excavator .

Project Description:

The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to issue a new State Facility Permit for the operation of the VA Hudson Valley Health Care System, Montrose Campus. The facility is given the status of "major" as its NOx PTE exceeds the annual facility threshold of 25 tons.

However, the facility is applying for a State Facility operating permit and intends to cap the NOx Potential to Emit. The facility is allowed to emit 22.5 tons of NOx per year from all combustion sources not excluding exempt sources such as the emergency generators. To ensure compliance the facility will monitor the fuel usage and calculate annual emissions monthly on a 12-month rolling average. This cap allows the facility to be exempt from Title V regulations and thus NOx RACT requirements.

This facility is a veteran's hospital which provides general medical and other health care services. The facility maintains four (4) boilers, rated at 32.56 mmbtu/hr each, which are operated on natural gas or No.2 oil. The facility also maintains 11 emergency generators, which operate on diesel.

Applicable regulations include 6NYCRR Parts 200, 201-1, 201-3, 201-5, 211, 215, 225, 40 CFR 68, and 40 CFR 82 F.

By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the ECL, all applicable regulations, the General Conditions specified and any Special Conditions included as part of this permit.

DEC will evaluate the application and the comments received on it to determine whether to hold a public hearing.
