NOTICE OF CONTRACT AWARD PURSUANT TO NEW YORK STATE GENERAL
MUNICIPAL LAW SECTION l20-W.

On November 7, 2007 the County of Onondaga awarded a contract to Waste Stream
Environmental, Inc. pursuant to section one hundred twenty-w of the general municipal law for
the long term management and beneficial reuse of Onondaga County's biosolids, known as the
Long Term Biosolids Management Contract. The validity of this contract or the procedures
which led to its award may be hereafter contested only by action, suit or proceeding commenced
within sixty days after the date of this notice and only upon the ground or grounds that: (1) such
award or procedure was not authorized pursuant to that section, or (2) any of the provisions of
that section which should be complied with at the date of this publication have not been
substantially complied with, or 3) a conflict of interest can be shown in the manner in which the
contract was awarded; or by action, suit or proceeding commenced on the grounds that such
contract was awarded in violation of the provisions of the Constitution.

Negative Declaration

Oswego County - The Sandy Creek Regional Planning Board, as lead agency, has determined that the proposed addition of a boat storage to the existing Reiter's Marina will not have a significant adverse environmental impact. The action involves the construction of a 60 foot x 150 foot boat storage building to the Reiter's Marina. The proposed building will be on an 18 acre parcel east of NYS Route 3 and north of two existing storage buildings. This will be strictly a storage building with no water, septic system, signs or lighting. The project is located at 9208 NYS Route 3 in the Town of Sandy Creek, New York.
