Project Description:

The applicant proposes to continue an existing discharge of 18,000 gallons per day (GPD) Outfall 001 and 1,470 GPD (Outfall 002) of treated domestic sanitary wastewater to Lake Champlain (Class A), after treatment by septic tank/sand filter system at Outfall 001 and septic tank/leach bed system at Outfall 002, at the applicant's Marine Village Cottages facility located at 82 Dickson Point Road, at its intersection with Dunn Road. The draft permit contains a schedule of compliance requiring an approvable engineering report detailing the existing system and proposed treatment system updgrades, and ultimately completing necessary upgrades by November 30, 2008. The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project. Project Description:

The Department has prepared a Draft Permit and made a tentative determination to approve a new State Facility Permit for the construction and operation of new boilers at Irving Tissue's Fort Edward facility. The facility is currently operating under a Title V permit which will be expired when the new permit is issued.

Under the new permit, the facility will install one new permanent boiler and several temporary boilers while removing the two existing boilers. Manufacturing processes are basically unchanged except for a new facial tissue converting line. The permit includes caps on emissions of Nitrogen Oxides and Sulfur Dioxide, limiting emissions to not more than 99 tons per year for each contaminant. The current Title V permit caps each of these contaminants at 240 tons per year.

The application, draft permit and relevant materials are available for review at the Warrensburg DEC office. Comments may be made by filing a written statement prior to the comment deadline.

Project Description:

The applicant proposes to remove an estimated 2764 cubic yards of sediment from the bed of Lake George by means of mechanical and hydraulic dredging in order to restore safe navigation and unrestricted swimming. Over time, sediment carried by high stream flows and sand washed off the Town Beach area has accumulated in the bay, restricting the recreational usage of the waters by Town residents. Best management practices to prevent future sand migration from the beach will be employed.
