Project Description:

The applicant proposes an existing discharge of 600,000 gallons per day of treated wastewater from duck farm operation to West Mill Pond a Class C waterbody. The applicant proposes to upgrade the wastewater treatment to include additional secondary treatment and add tertiary treatment in the form of nitrogen removal. The proposed changes are the result of additional information provided by the applicant in response to the Department's effort to modify the permit in 2005. The department has made a tentative to issue a renewal and modification of this existing permit for a State Pollution Discharge Elimination System permit under Article 17 of the Environmental Conservation law. This tentative decision indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative does not signify Department approval for or endorsement of the activity for which a permit is sought for the overall proposed project.
