Project Description:
Applicant proposes to mine sand and gravel from a hill located in the Town of Lebanon. The haul road will access the site from NYS Rt. 12B in the Town of Hamilton. On-site processing is envisioned. During the estimated 5 to 10 year life of mine, an area of approximately 4.5 acres is proposed to be mined; 1.5 acres of which is within the regulated adjacent area of class 2 wetland HA-10. Intended reclamation of the site is reversion back to agriculture, except within the wetland buffer, which will be converted to forest.

Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

The Department of Environmental Conservation has tentatively determined to issue a permit for the continued daily average discharge of 1,700 gallons of non-contact cooling water to a shared storm water detention basin tributary to an unnamed tributary of Chittenango Creek. Waters from two cooling towers are treated with an oxone-injection system prior to combination with storm water flows. Discharge is from the Dielecric Laboratoies Inc. facility at 2777 Route 20 East. A draft permit is available for review at the DEC Headquarters in Syracuse by appointment.
