Project Description:

The proposal involves extraction of sand and gravel over a five to ten year period from a 12.5 acre site located on the north side of County Route 20 and west side of Briggs Street Road in the Town of Westville. The site is part of an 81.1 acre parcel owned by Judith Stark. Operations will involve onsite crushing and screening. As the excavation depth progresses, mining will occur below the water table. Final reclamation upon completion of mining will include the creation of two ponds totaling 5.3 acres and grading and re-vegetation of upland areas.

The applicant has proposed to obtain appropriate NYS DEC permits to continue development of a 61-lot residential subdivision located on a contiguous 61.55-acre parcel owned by the applicant. Impacts to regulated NYS DEC Freshwater Wetland (FWW) R-46 (Class II) would result from the installation by directional boring of a water line, the build-out of 5 residential lots in portions of the Adjacent Area (AA), and have already occurred through the construction of 2 storm water detention facilities in the AA. Along with revising proposed lot disturbances limits and restoring a storm water basin outlet area, the applicant has sought and obtained lot setback variances to further minimize FWW impacts to the most practicable extent.
