Project Description:

Applicant proposes to construct a 16 feet wide driveway to provide access to the eastern portion of their property which is currently inaccessible and landlocked. The driveway will allow the applicant to continue agricultural activities on this portion of the property.
The driveway will cross an unnamed tributary to Fitting Creek, which is a Class C(ts) stream, and a portion of NYS Freshwater Wetland ST-22. A single-span bridge with sheet pile abutments is proposed to cross the stream and associated wetland.
The project will impact 0.09 acres of Freshwater Wetlands and 0.35 acres of adjacent area. To mitigate for the impacts to the wetlands, the applicant plans to create 0.18 acres of new wetlands on the property.
The proposed driveway will be located on the south side of County Road 22, east of Orchard Road in the Town of of Ghent, Columbia County.

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Dec 13, 2007.

Project Description:

The applicant proposes to expand the life of mine boundary at an existing sand and gravel mine from 12.7 to 36 acres. The applicant also proposes to lower the floor elevation of the mine from 750 feet above sea level by 50 feet to 700 feet above sea level. All mining activity will remain above the mean high ground water table. The application includes the excavation and stockpiling of sand and gravel by the use of excavators, loaders and bulldozers and the use of a portable screen with a capacity of 150 tons per hour.

The department must consult further with OPRHP before making a final decision regarding the issuance of the permit.
