The New York State Department of Environmental Conservation (NYS DEC) administers the Brownfield Cleanup Program (BCP) pursuant to State Environmental Conservation Law (ECL) 27-1400 et seq. The BCP was created to encourage the remediation and redevelopment of contaminated properties known as brownfields. The requestor indicated above has submitted a BCP application for the site indicated above.

NYS DEC will accept public comments concerning the application. A copy of the application and other appropriate documents (application package) are available in the site document repository located at the address indicated below.

Please note the application package includes the Draft Remedial Investigation Work Plan which describes the remedial activities to be conducted to investigate and determine the nature and extent of the contamination related to the site. The Final Remedial Work Plan implements the decision document for the remedy selection process for the site.

NYS DEC will review the application package and public comments received and then make a determination on the eligibility of the application.

Project Title: Verizon Wireless, Lewis Site

Project Description: The project is the construction of a new 79 foot tall telecommunications tower with a 12 panel antenna array (i.e., four 8 foot panels on each of three sides of the array) with a 10 foot high lightening rod attached to the top of the tower, located on a 100 foot x 100 foot leased parcel. The overall height of the proposed tower with the 10 foot lightening rod will be 89 feet. The applicant also proposes a 12 inch x 30 foot x 10 foot equipment building on a concrete pad at the base of the tower, an ice bridge to protect the cables connecting the tower to the equipment building and a chain link fence around the entire compound. Access to the tower location will be over an existing paved, gravel and dirt road for the first 1,500 ± feet and a new road for an additional 900 ± feet. The last 450± feet of the existing road will be improved with a new layer of gravel. The new road will have a 12 foot wide gravel driving surface and ditches with stone and filter fabric check dams. Utilities will be installed underground.

Project Description: A five-lot residential subdivision creating four shoreline lots ranging in size from 3 ± acres to 3.25 ± acres and a 9.01 ± acre nonshoreline lot located on the opposite side of Trout Lake Road. The construction of one single family dwelling with on-site wastewater treatment system and well is proposed on each of the five lots.


Negative Declaration

Clinton County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Anthony Lafave, Cannon Corners Road Pit will not have a significant adverse environmental impact. The action involves the applicant's, Anthony Lafave, proposal of an 11.2 acre expansion of an existing sand and gravel pit for a 39.65 acre Total Life of Mine Area on a 111 acre parcel of land owned by Paul Wilkinson. The reclamation objective is for soil stabilization and the establishment of grass cover. The project is located east of Cannon Corners Road, with the haul road entrance located about 2000 feet north of the Cannon Corners Road - NY Route 11 Intersection in Mooers, New York.
