The Department has made a tentative determination to approve modifications to the State Pollutant Discharge Elimination System (SPDES) permit for the IRS facility in Holtsville, NY. (SCTM# 200-891-2-9) This facility handles and processes individual tax returns. The existing SPDES permit authorizes the discharge of sanitary waste water. The applicant proposes to add flow from two additional sources: 1. boiler blow down - 360 gpd. 2. cooling tower blow down - 3,000 gpd. The permitted total flow will remain unchanged at 85,000gpd. New parameters for effluent limitations will be added for oil & grease, sodium, zinc, and dissolved solids. As a tentative determination, the Department seeks comments on the proposed changes to the permit prior to a final decision on issuance. Project Description:

The applicant proposes to maintenance dredge an existing channel between Gardiner's Bay and Accabonack Harbor over a 10 year period to a a width of 40' and a depth of 2' below mean low water. The resultant 1000 cu. yds. of dredged material is proposed to be dewatered on-site and then transported off-site for eventual use a beach nourishment in the same littoral drift system. The purpose of the project is to maintain flow between these two waterbodies in order to improve the water quality, diversity, and productivity of Accobaonack Harbor. The site is located in a coastal erosion hazard area, and regulated tidal wetlands exist on the site. The proposed project is located at a bridge-culvert approximately 3000' north of the southern terminus of Gerard Drive in Springs, Town of East Hampton in Suffolk County, SCTM# 300-42-01-01 and 300-42-02-1.2.

The applicant proposes to enlarge an existing mooring slip by removing 36' of bulkhead, installing 80' of new bulkhead, excavating an approximate 18' by 22' upland area to a depth of 4 feet below mean low water and reconstructing 14' of bulkhead in-place. Sixty cubic yards of excavated material is proposed to be disposed of at an approved upland site, with 10 cubic yards of excavated material to be placed behind the bulkhead as backfill. Placement of fill behind a portion of the new bulkhead which will be located seaward of apparent high water, will result in the permanent loss of approximately 80 square feet of tidal wetlands known as littoral zone (SM/LZ).
