Public Meeting Notice


Counties: Montgomery and Schenectady

The New York State Department of Environmental Conservation's (NYS DEC) Region 4 Stamford office will hold a public meeting on December 10, 2007, at 6:30 p.m. at the Montgomery County Annex Building, located at 20 Park Street, Fonda, NY, to accept public comment on the Draft Charleston Unit Management Plan. The meeting is open to the public. Persons are encouraged to attend to express their opinion on the management objectives outlined in the draft plan.

Those unable to attend the meeting may write, phone or e-mail the Region 4 Forestry office in Stamford with their comments on the plan. Copies of the plan are posted on the DEC's website at: http://www.dec.ny.gov/lands/35832.html. One may also view the plan at the Stamford office. The Charleston Unit Management Plan covers 7,417 acres of land in the Towns of Charleston, Root and Glen, in Montgomery County, and the Town of Duanesburg in Schenectady County. The small hamlets of Rural Grove, Glen, and Burtonville are located on the perimeter of the unit. Properties included in the unit are: Charleston State Forest, Rural Grove State Forest, Yatesville Falls State Forest, Lost Valley State Forest and Featherstonhaugh State Forest.

The Unit Management Plan (UMP) addresses such issues as recreation, timber management, the watershed, wildlife, accessibility, biodiversity, and public information. The plan identifies goals and objectives for multiple-use management, sustainable forestry, conservation of biological diversity, and engagement of the public in the management of these State forests. Interaction with the community will be encouraged through communication with outdoor activity clubs and implementation of the Adopt-A-Natural Resource program. Public use and recreational opportunities will be offered through several proposals in the plan.

Positive Declaration and Public Scoping

Delaware County - The New York State Department of Environmental Conservation (NYS DEC), as lead agency, has determined that the proposed Belleayre Mountain Modified Project and Unit Management Plan (UMP) may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. Draft scoping materials are available on-line at: http://www.dec.ny.gov/permits/6061.html, or from the contact person listed at the end of this notice. Written comments on the draft scope will be accepted January 7, 2008. A public information meeting on the integrated project plan will be held on Monday, December 10, 2007, between 6 and 9pm, at the Belleayre Mountain Ski Resort, in the Discovery Lodge conference space. Representatives of DEC and the project sponsors will present descriptions of the proposed activities, and copies of the draft scope will be available to attendees. A scoping meeting to receive comments on the draft scope for the SDEIS will then be held on Tuesday, December 11, 2007, between 6 and 10pm, also at the Belleayre Mountain Ski Resort, in the Discovery Lodge conference space. Oral comments will be received but interested individuals and entities are encouraged to provide detailed or extensive comments in writing, by mail, or by e-mail to wildacre@gw.dec.state.ny.us (be sure the subject line includes the phrase "Scoping").

The action involves the construction and operation of the Wildacres Resort and Highmount Spa Resort complex by Crossroads Ventures LLC; expansion of the Belleayre Mountain Ski Center by NYS DEC, including ski-in-ski-out public access to the proposed Highmount Spa Resort; acquisition by NYS DEC on behalf of the People of the State of New York of a 1200 acre +/- parcel referred to as Big Indian; and acquisition by NYS DEC on behalf of the People of the State of New York of a 78 acre +/- parcel referred to as the Former Highmount Ski Center and related 21 acre +/- Highmount Spa Easement.

The project is located in the Towns of Shandaken (Ulster County) and Middletown (Delaware County), within the boundaries of the State of New York's (NYS) Catskill Park and also within City of New York's Catskill and Delaware Watershed. The project site is south of NYS Route 28, generally between the Village of Fleischmanns and the hamlet of Big Indian, New York.

Notice of Acceptance of Final EIS

Rensselaer County - The Town of Brunswick Town Board, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Brunswick Meadows Planned Development District. A copy of the FEIS may be obtained from the contact person listed below. The action involves the construction of 112 condominium units to be located in 28 buildings on an 18.3 acre parcel. The project is located on NYS Route 142 approximately 130 feet east of the Town of Brunswick and the City of Troy Municipal Boundary in New York.
