Project Description:

The applicant proposes construction of a sediment basin in Tributary 4 of Cuba Lake (known locally as Mount Monroe Creek) to intercept and retain sediment and debris before entering Cuba Lake. The construction of the basin will include removing approximately 2,500 cubic yards of silty gravel material and installation of stone spillways and an outlet weir, debris collection pilings and a sheet-pile outlet structure. The sediment basin site is located approximately 100 feet upstream (north) of North Shore Road and west of Mount Monroe Road. The excavated material disposal site is located approximately 100 feet northeast of the intersection of County Roads 7C and 7D.

Project Description:

The applicant proposes to construct a parking area, handicapped accessible trail and hunting blind/observation deck on the Spicer Creek Wildlife Management Area(WMA). This WMA was purchased by the New York State (NYS) Department of Environmental Conservation approximately two years ago for public use related to a wide range of outdoor recreation activities. The proposed hunting blind/observation deck and approximately 500 feet of the trail would be located within the NYS TW-12 Freshwater Wetland and its regulated 100 foot wide adjacent area. The trail would be constructed of 3 to 4 inches of compacted crushed limestone over a 6 inch bed of bank run gravel mix. The majority of the trail would be built on an existing upland pipeline area that would provide access to the hunting blind/observation deck. The hunting blind/observation deck would be 10 feet wide by 15 feet long (150 square feet) that would be constructed of wood and built on 4 by 6 inch wood skids.

Project Description:

The Department has prepared a Draft Permit and made a tentative determination to approve this application by County Line Stone which operates a stone quarry and three asphalt batch plants at its Crittenden Road facility. The permit contains federally enforceable limits of less than 100 tons per year (tpy) for carbon monoxide, particulate matter and nitrogen oxides. Also limited are volatile organic compounds (50 tpy), and individual/combined Hazardous Air pollutants (10/25 tpy). The stone crushing operation is subject to 40CFR 60 Subpart OOO. The facility is also subject to opacity limits of 40 CFR 60 Subpart I for emission sources modified after June 11, 1973, the sulfur-in-fuel limitations of 6 NYCRR Part 225-1.2 and the waste oil combustion efficiency demonstration requirements of 6 NYCRR Part 225. By accepting these limits the company is not subject to Title V permitting requirements of 6 NYCRR Part 201-6. The application and draft permit are available for review and comment at the Region 9 office.
