Negative Declaration

Ontario County - The City of Canandaigua, as lead agency, has determined that the proposed Major Subdivision (34 lots in City of Canandaigua) and Subdivision (35 lots in Town of Canandaigua) will not have a significant adverse environmental impact. The action involves the proposed 69 lot subdivision of 47.6 acres including 13.2 acres of open space, public streets, sewers and watermain. The project is located at 540 Bristol Street and 5100 Bristol Road in the Canandaigua, New York.

Steuben County - The New York State Housing Trust Fund Corp. (NYS HFTC), as lead agency, has determined that the proposed Lake Street Senior Housing will not have a significant adverse environmental impact. The action involves the conversion of a former schoolhouse and municipal building to 21 residential units for occupancy by income-qualified Senior Citizens, with 20 one-bedroom units and 1 two-bedroom unit on a 1.39 acre site. Public water is available at the site and an existing on-site septic, to be upgraded, will be utilized. Site work will include minor grading and excavation, upgrading and repair of sidewalks, driveways, parking areas and landscaping. Old playground equipment will be replaced with new equipment. The project is located at 41 Lake Street in Hammondsport, New York.

Positive Declaration and Public Scoping

Monroe County - The Town of Brighton Town Board, as lead agency, has determined that the proposed Reserve at Brighton may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on November 14, 2007 at 7:30 p.m. at the Brighton Town Hall, 2300 Elmwood Avenue in the Town of Brighton. The action involves the application for incentive zoning and rezoning to allow construction of a 336 unit planned residential community with a mix of housing types on 63 ± acres. The project is located south of I-590, north of the Erie Canal, east of South Clinton Avenue and west of Winton Road in the Town of Brighton, New York.

Positive Declaration

Yates County - The New York State Department of Environmental Conservation (NYS DEC) Region 8 Office, as lead agency, has determined that the proposed Sunnyside Point Subdivision may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the new construction of up to 5 home sites along the southern edge of Canandaigua Lake, with associated wells and septic systems. This project will result in the demolition of an existing developed site including a cabin and sanitary holding tanks used for prior trailer sites. The project is located on Sunnyside Drive in the Town of Italy, New York.

Notice of Acceptance of Final EIS

Steuben County - The Steuben County Industrial Development Agency, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Howard Wind Power Project. Copies of the Final EIS may be obtained from the contact person listed below. The action consists of approximately 25 wind turbines, each with a maximum (or nameplate) capacity of 2.5 megawatts (MW), resulting in a maximum anticipated generating capacity of approximately 62 MW. In addition to the wind turbines, the Project involves construction of associated components including two permanent meteorological towers, a system of gravel access roads, electrical collection and communication cable networks, an operation and maintenance (O&M) building, and an on-site collection substation and switchyard. The Project will be developed on leased private land, totaling approximately 2,390 acres. Project construction is anticipated to occur in a single phase, starting in May 2009 and being completed by November 2009. Once built, the wind turbines and associated components will operate in almost completely automated fashion. The Project will, however, employ approximately six operations and maintenance personnel. The wind turbine currently proposed is the Clipper Liberty C99 (or an equivalent machine), with a minimum wind speed of approximately 4 m/s (13 mph) required to generate electricity. This turbine's maximum rotational speed is 15.5 rpm. Each wind turbine has a computer to control critical functions, monitor wind conditions, and report data. The project is located off of Buena Vista Road, Burt Hill Road, Hughes Road, South Woods Road, Spencer Hill Road, Turnpike Road, and Wilson Road in the Town of Howard, New York.
