Project Description:

The Town of Windham proposes to modify the SPDES permit for the Town's Waste Water Treatment Plant by increasing the average daily permitted discharge from 375,000 gallons per day to 445,000 gallons per day. The increase in flow will become effective upon the connection of the Crystal Ponds and Windham Ridge approved sub-divisions.

A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

The applicant Proposes to wetland habitat improvement project through the USDA Wetland Reserve Program administered by the NRCS. Project Description:

The New York State Department of Environmental Conservation (NYSDEC) is pursuing a Department Initiated Modification (DIM) to the State Pollutant Discharge Elimination System (SPDES) Permit (NY 002-6034, DEC Identification #: 4-3824-00002/00002-0), the Town of East Greenbush Wastewater Treatment Plant pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The changes to the permit are as follows:

Outfall 001 - Seasonal disinfection limits (Fecal Coliform and Total Residual Chlorine, if applicable) have been added for the period of May 1 through October 31. DA monitoring is added for Settleable Solids, Ammonia, and TKN. Action Level for Cynanide, Total is changed from Monitoring to 1.1 lbs/day, based on past monitoring data. Action Level for Lead, Total is changed from 0.63 lbs/day to 0.50 lbs/day, based on past monitoring data. Action Level for Sulfate, Total is removed from the permit and no further monitoring is required. Action level for Silver, Total is changed from 4.0 lbs/day to 1.0 lbs/day, based on past monitoring data. Action Level for Bis(2-ethylhexyl)phthalate is changed from 0.94 lbs/day to 0.50 lbs/day, based on past monitoring data. Monitoring requirements for Temperature are being changed from "Range" to " Daily Average" and "Daily Maximum." Flow Rate - Monitoring Daily Max is added. Chlorine Total Residual - Monitoring Monthly Average is added. The modification also includes several other minor reporting modifications.

The Town of East Greenbush Wastewater Treatment Plant has surface discharge into the Hudson River, a Class C water.

Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the DEC central office in Albany. Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person. DEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.
