DRINKING WATER STATE REVOLVING FUND

MUNICIPALITIES AND OWNERS/OPERATORS OF PUBLIC DRINKING WATER SUPPLY SYSTEMS

New York State Drinking Water State Revolving Fund Intended Use Plan

The New York State Department of Health (DOH) and the New York State Environmental Facilities Corporation (EFC) propose to amend the Drinking Water State Revolving Fund (DWSRF) Final Intended Use Plan (IUP) dated September 28, 2007 to add a project to the Project Readiness List, to place a project that meets the eligibility criteria for emergency financing at the top of the Project Readiness List, and to adjust the estimated project costs for three DWSRF projects listed on the Project Readiness List. The explanation of the reason for the project addition, emergency determination, and project cost revisions are included in the table below:

New Ground Water Source, Upgrade Treatment 17071 $299,040 $525,000 Place the project on the top of the readiness list in accordance with the emergency provisions in section 4 and attachment I of the IUP. The system's source wells have lost capacity resulting in an imminent public health threat and water is being transported in via tanker. The cost increase is a result of an update of the original project estimate to add in the cost of alleviating the emergency.
New York (C) New York New Surface Water Treatment Rule Compliance Facility, Croton filtration plant (Phase 4 of 16479) 17495 $100,000,000 $90,000,000 The cost decrease is a result of an update of the original project estimate by the applicant.
Antwerp (V) Jefferson Upgrade WTP, Upgrade Ground Water Source, Upgrade Transmission, Upgrade Pump Station 15057 $0 $264,253 The cost increase is a result of an update of the original project estimate by the engineer.


The Department has determined that the project addition, placement of the emergency project, and project cost revisions are necessary, reasonable and consistent with the original project concept. In addition, the scope of the projects has not changed. Although we have altered the project priority rankings to accommodate the project addition and placement of the emergency project, the project addition, placement of the emergency project and the project cost revisions will not adversely affect any other project on the IUP Project Readiness List above the funding line. Except for the above-noted changes, there are no other changes to projects listed on the Project Readiness List or to the project priority rankings.

Written statements or comments on the above DWSRF project addition, placement of the emergency project, and project cost revisions will be accepted by fax or mail until close of business on November 15, 2007 and should be filed with:
