Project Description:

The Town of Farmington proposes to extend the existing water supply and distribution system and to take for use therein a supply of water up to 60,970 gallons per day from the City of Canandaigua 's Canandaigua Lake source. Project includes the installation of 25,100 linear feet of 8"and 5,888 linear feet of 12" watermain and appurtenances to serve 462 residential connections in the Auburn Meadows Subdivision located between Route 332 and New Michigan Road. The file is available for review and comment at NYSDEC Region 8.

State Environmental Quality Review (SEQR) Determination:

Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

SEQR Lead Agency: Farmington Town Board

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The Department proposes to modify this SPDES permit based on the technical review of the permittee's Industrial Application Form NY-2C. The modification will add a flow diagram of the Water Treatment Plant system which depicts the sampling location(s) for the monitoring requirements of the permit, and a second modification which will change the monitoring and reporting requirement from a monthly schedule to a single, annual report. The Department has made a preliminary determination to approve this modification. In these circumstances, the Department seeks comments on the proposed regulated activity prior to making a final permit issuance decision. The plant is located on the east side of NYS Rt. 63 on the Lake Ontario shoreline. The SPDES discharge is to Lake Ontario, a Class A waterbody. A copy of the draft permit is available for review at the DEC Region 8 office in Avon, NY.

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
