Project Description:

The New York State Department of Environmental Conservation is pursuing a Department Initiated Modification (DIM) to the State Discharge Elimination System (SPDES) Permit (NY-0006568, DEC Identification #: 6-3013-00042/00001),Owl Wire and Cable pursuant to 6 NYCRR Part 750-1.18, New York State's Environmental Benefit Permit Strategy (EBPS). The Changes to the permit are as follows:

1.) Add outfall 007 authorizing the discharge of stormwater and groundwater.

2.) Authorize the discharge of non-contact cooling water through outfall 004. Previous permit authorized non-contact cooling water discharge only in the event of a recirculating pump failure.

3.) Daily maximum compliance limit for total zinc has been reduced from 4.1 lbs/day to 3.2 lbs/day at outfall 004 based on water quality analysis and review.

Owl Wire and Cable discharges to via outfalls 006 and 007 to the New York State Barge Canal, a class C water. Outfall 004 discharges to Wood Creek (a class D water) via storm sewer. NYSDEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.

State Environmental Quality Review (SEQR) Determination:

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

SEQR Lead Agency: None Designated

State Historic Preservation Act (SHPA) Determination:

The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Opportunity for Public Comment:

Comments on this project must be submitted in writing to the Contact Person no later than Nov 23, 2007.

There are no substantive changes to the permit.

Waterville Sewage Treatment Plant discharges to Big Creek, a class C(T) water. NYSDEC seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.
