Project Description:

The project involves the subdivision of an approximately 235 acre property for the creation of 48 single-family building lots. Of the 235 acres, approximately 85 acres will be developed and the remaining 105 acres will be protected.
The applicant proposes to enhance three (3) existing wetlands on the property by removing invasive plant species, specifically purple loosestrife (Lythrum salicaria) and common reed (Phragmites australis). One of the wetlands proposed for enhancement is Freshwater Wetland CK-12. An approximately 4.28 acre area within Freshwater Wetland CK-12 will be excavated to remove invasive plants, of which, 1.7 acres of open water will be created surrounded by a 2.58 acre aquatic buffer that will be planted with shallow wetland plantings. Additionally, a walkway will be constructed at the interface of the enhancement area and the remaining regulated wetland area.
With respect to the proposed roadways and building lot development, the applicant states that no impacts to state or federally regulated wetlands are proposed.
The project site is located in the southwest quadrant of the intersection of Millbrook Road and Orchard Road in the Town of Claverack, Columbia County.

State Environmental Quality Review (SEQR) Determination:

A draft environmental impact statement has been prepared on this project and is on file.

SEQR Lead Agency: Claverack Town Zoning Board of Appeals

State Historic Preservation Act (SHPA) Determination:

A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

Coastal Management:

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:

The applicant proposes to stabilize approximately 360 feet of stream bank of the Schoharie Creek along Falke Road as a result of damage in recent flooding events by use of 350 feet of stacked rip rap wall and 6 rock vanes and the reconstruction of 360 feeet of Falke Road to reduce pressure on the stream bank.
